Elliott lives in Elliott's Cabin, which is located by The Beach in the southeast corner of Pelican Town. If you walk south from the Mayor's Manor, you'll find a bridge that leads to The Beach. When you enter this part of the map, look to the right to see a Cabin with a boat on one side and a bench on the other.
